Submission: Australian Energy Market Commission, Market Review, Power of Choice (Stage 3 DSP Review)

This review is about ‘enabling consumers to make informed choices about the way they use electricity can help achieve efficient investment’. Consumer Action agrees that there are opportunities to improve consumer participation in electricity markets and that there may be system-wide benefits if consumers can shift their consumption away from times of peak demand. However, this submission argues that consumers can be empowered through non-price based solutions (such as Direct Load Control and education campaigns) and that there are real risks of social harm that can result from Time of Use pricing for domestic consumers.
