Retirement living is an important option for many older Victorians. The proposed Retirement Villages Amendment Act includes some positive measures that will improve consumer protection standards.
Our submission on the Exposure Draft Bill primarily argues that, in place of the proposed dispute resolution officer, the Victorian Government establish an independent Housing Ombudsman which would include an ability to resolve retirement village disputes.
The submission also makes recommendations about:
– amendments to guiding principles to make them more effective consumer rights;
– the need for public consultation on proposed standard-form contract terms and conditions for retirement villages; and
– requirements for disclosure information to be consumer-tested for its effectiveness for the target audience.
